To simply remove a pad from an insert to be easily disjoined and separated from each other by providing a head restraint including a separating resin coating coated on the surface of the insert, a pad foamed in the insert thereon, and a facing integrally fitted on the pad.

In a head restrain 10, an insert 11 includes a pair of stays 14, a separating resin coating 15 is coated on the surface of the insert 11, and further a pad 16 is foamed in the insert 11 from above the coating 15 to form a designated form of designated dimensions. Further, a facing 17 is integrally stretched on the pad 16 by foaming. As the separating resin coating 15, polyethylene is used, and at the time of foaming the pad 16, a pad undiluted solution is foamed without adhering to an A-shaped pipe frame, whereby the pad 16 can be simply removed from the A-shaped pipe frame.
