To simplify the operation of the softwares for the service operators by providing a device which is smaller and lighter for the users and can realize the necessary and sufficient functions.
The device is constituted of a heart beat information detector 14 which analyzes a fluctuation in the heart beat intervals from the heart beat signals to store the heart beat fluctuation data, a server 12 which judges the health condition from the heart beat fluctuation data obtained by the heart beat information detector 14, a communication network means 13 and an information communication terminal 11 which transmits the heart beat fluctuation data of the heart beat information detector 14 through the communication network means 13 while receiving and displaying the health condition judged by the server 12 through the communication network means 13. This minimizes the necessity for the functions to be installed on the devices on the users' side and also enables the addition of new functions and services. The alteration of the evaluation method can be made simply by changing the softwares of the server 12.
