To prevent the generation of fine particles and ultrafine particles.SOLUTION: A heating device comprises: a rotating body 21 that is held rotatably; a heat source 23 that heats the rotating body 21; a reflecting member 26 that reflects radiation heat emitted from the heat source 23; a shield member 31 that is arranged on an end in a longitudinal direction with respect to the center in the longitudinal direction of the rotating body 23, and blocks the radiation heat emitted from the heat source 23 between the heat source 23 and the rotating body 21; rotating body holding members 27 that hold the ends in a longitudinal direction of the rotating body 21; and a liquid or semi-solid material that is adhered to the rotating body holding members 27 and has lubricity.
