PURPOSE: To shorten an interrupting period of time of end-to-end communication due to a fault of a communication controller in a center station of a star type satellite communication network in which the communication controllers are of N:1 redundant configuration.

CONSTITUTION: In a center station 1 of a satellite communication network in which a communication controller 3 is made up of redundancy configuration of 8 active controllers and one standby controller, a satellite network management equipment 5 loads a program to a standby communication controller 3 in advance to set the controller in the standby state while the active controllers 3 are in normal operation. Then a line changeover device 4 executes the changeover processing after the state of program loading at the changeover from the active communication controller to the standby communication controller actually.
