To prevent unauthorized use of functions working under a home gateway operating system at low cost.
An application distribution server 100 distributes to a home gateway 300 a function-off request application, or an application based on an OSGi standard technology, which requests that functions of the operating system be turned off. The home gateway 300 receives a distributed function-off request application and installs it therein. When installation of a function-off request handle which is the application based on the OSGi standard technology is detected, the home gateway 300 makes notification to that effect by using a monitoring application which notifies the operating system of a control instruction which instructs requests in the function-off request application, thereby turning the functions of the operating system on or off based on the control instruction.
