The hopper base includes a counting discharge mechanism comprising: a rotating body on which a discharged token abuts; a counting arm that includes a rotating body, so that the token abuts with the rotating body and rotates whenever the token is discharged; a detecting piece that is provided on the counting arm; a counting sensor that detects the detecting piece to count the discharged tokens; a spring that biases the counting arm while standing-by; and a storage part that stores the counting discharge mechanism from the front side of the hopper base.
