An associated information holding section 109 holds associated information of an object and an operating terminal. On the basis of the associated information, an object position specifying section 108 specifies the object associated with the operating terminal requesting the right to control. A video recipient priority control section 107 recognizes whether or not the specified object is located within a photographing enabled range of a photographing apparatus and in a case where it is recognized that the object is located within the photographing enabled range, to the operating terminal associated with the object, a priority higher than other operating terminals is set. A right-to-control management section 106 preferentially gives the right to control to the operating terminal of the high priority.
