Hull is finely powdered in a ground state by breaking the org. substance texture of the hull such as cellulose and the siliceous film texture and uniformly mixing fibrous fine powder of the broken org. substance texture with siliceous fine powder of the broken siliceous film texture. The resultant uniform mixture is compacted in a desired shape by gradual pressing and gradual heating to produce the objective hull compact.
