In this device, when a vehicle is brought to a standstill at a crossing, an infinite variable transmission mechanism(IVT) is in a neutral position, furthermore, a motor generator 2 is rotated at the low speed, and accessories 39 are in rotating operation. In this case, an input clutch 6 is in a disengaged condition, and an internal combustion engine 1 is suspended. When the vehicle is to be started, a continuously variable transmission(CVT) 11 is actuated in gear shifting continuously from a neutral position so as to be controlled, and the rotation of the motor generator is thereby changed in speed so as to be transmitted to driving wheels from the ring gear 19r of a planetary gear 19. The input clutch 6 is engaged therewith while the vehicle is running after it has been started, the internal combustion engine 1 is thereby started. Based on the aforesaid internal combustion engine, the vehicle is assisted by the motor generator 3, or while charging is being made by the motor generator, so that the vehicle thereby keeps running.
