A hybrid meteorological forecast device has an input device 100 for finding a radar image in a meteorological region and reading in a necessary parameter, a processing device 200 comprising a neural network model learning forecast part 201, a cross correlation technique calculating forecast part 202, a forecast accuracy calculation comparing part 203 for comparing accuracy of forecasting result from a forecast image and an actually measured image, and a judgement switching part 204 for judging technique using comparing calculation based on a judging threshold value, and an output device 300 for displaying the number of forecast images.
