To provide a hydraulic power steering apparatus capable of implementing fail-safe at low cost.
A hydraulic power steering apparatus includes a hydraulic control valve 10 interposed between a power cylinder 8 and a hydraulic pump 9. An ECU 12 performs driving control of a solenoid 11 to displace a spool 21 in the hydraulic control valve 10, to perform supply/discharge control of hydraulic oil from the hydraulic pump 9 to the power cylinder 8. When a fail occurs, a third valve port 33 and a fourth valve port 34 in the hydraulic control valve 10 are made to communicate with each other via an internal bypass path 54 in the spool 21 itself. Both oil chambers 16 and 17 in the power cylinder 8 are made to communicate with each other, to enable manual steering.
