A non-contact ID passive memory 1 specifying and registering the ID number of each passenger is carried by the passenger for a specific bus. At the time of getting on/off the specific bus, the contents of the memory 1 are read out, identified and confirmed by an ID memory data communication transmitting/receiving antenna 2 arranged on a gate, an ID memory data communication transmitter/receiver 3 arranged near a driver's seat and having an ID number identifying/confirming function and an ID memory data processor 6 and the number of persons getting on/off and the number of persons sitting on seats are displayed on a monitor device 7.
