Provided is a threshold setting part 4 which sets a coefficient threshold β, according to quantized coefficients of respective pixels outputted from a quantization part 3 and quantized coefficients of the respective pixels outputted from a coefficient delay part 5 are compared with the coefficient threshold β set by the threshold-setting part 4 to vary quantized coefficients which are smaller than the coefficient threshold β to zero. Consequently, important quantized coefficients are prevented from being discarded and the information transmission quantity can be reduced, without causing deterioration in image quality.
