PURPOSE: To provide an image copying device constituted so that a time required for restoring processing is shortened when jam occurs and the operability of the restoring processing can be enhanced.

CONSTITUTION: This device is provided with a key counter read part 9 detecting whether a key counter stored with information on an image forming action is attached or detached and an arithmetic processing part 7 obstructing a copying action until the key counter is attached after the copying action feasible state is attained when the key counter is detected to be detached by the read part 9 during the copying action infeasible state and starting the copying action after the copying action feasible state is attained when the detachment of the key counter is not detected.
