PURPOSE: To obtain a high quality still image by interpolating the time axis direction of a still image in accordance with a moving vector.

CONSTITUTION: A moving vector detector 71 detects a moving vector v1 by using the picture M1 of the N-th field and the picture M2 of the (N+1)th field in moving image information obtained from a data bus 26 through an I/F 73. On the other hand, a still image is reproduced through a PCM signal reproducing circuit 54, a rate conversion circuit 57 and extension circuits 58, 59 in accordance with the picture M1. A moving vector compensating circuit 72 shifts picture element data on a two-dimensional plane to form a still image. Since a data lacking part is generated in the still image due to the movement of picture elements, the lacking part is compensated by the data of the picture M2. Namely an image obtained by aligning all judged highly accurate images on the picture M2 with low resolution is obtained. Thus still image information can be obtained by the interpolating processing.
