A plurality of encoded streams of different display sizes are generated with respect to each of plural items of picture content. When parameters regarding encoding of an original block that is a block of the picture content corresponding to a macro block, which is included in the encoded streams of the picture content, are prohibition parameters prohibited in the encoded stream of a multi-picture reproduction image, an encoding processing unit decodes and re-encodes the encoded streams of the original block, and sets the obtained encoded streams as the encoded streams of the macro block. This technology is applicable, e.g., to a server device which distributes content.
