The composite image generation part 162 of an image processing apparatus 10 generates a composite image being an image resulting from combining an image of a two-dimensional code and a designated target image. The image of the two-dimensional code includes a plurality of unit information areas each of which is an area indicating a preliminarily set unit amount of information. The adjustment processing part 1620 of the composite image generation part 162 determines a position where the target image is placed in the image of the two-dimensional code, on the basis of positions of the plurality of unit information areas in the image of the two-dimensional code and places the target image in the determined position to generate the composite image.
