A main part body 20 formed out of fluid material and a block 12 embedded in the main body part are included. A contact surface of the block 12 to a wheel is exposed when a sliding surface 21 formed on the main body part is used. A tip part 12a on the contact surface side of the block is arranged at same position as the sliding surface 21 or a position outside of the sliding surface. A projection part 22 made of fluid material is formed at a position covering the tip part 12a, and the contract surface is exposed by removing the projection part or, the projection part and the tip part. The forming mold includes a recess part having a projection part formed outside of the sliding surface in a main recess part in which fluid material is filled.
