This device comprises a question/answer information storage part 11 storing question/answer information including question information and answer information; an acceptance part 12 accepting an access request to the question/answer information; an access part 13 reading question/answer information according to the access request; a transmission part 14 transmitting the question/answer information read by the access part 13 to an information processing terminal which made the access request; a reference information storage part 15 storing reference information including a customer reference frequency that is the frequency of reference made by a customer and an operator reference frequency that is the frequency of reference made by an operator; a reference information update part 16 updating the reference information according to reading of answer information; a determination part 17 determining whether reference information satisfies a predetermined condition or not; and an output part 15 outputting determination result information in case that the reference information satisfies the predetermined condition.
