To provide an information broadcast service to reception terminals within a designated geographical range and to prevent the reception terminals from being illegally attacked.
When a transmission terminal 1 transmits a packet for information broadcast to the reception terminals 3a, 3b existing in the designated geographical range via a network 10 by using the IPv6, the transmission terminal 1 transmits the packet for the information broadcast to a transfer node 2, wherein a prefix of a network accommodating the transfer node 2 is employed for a prefix part of a destination address of the packet for the information broadcast and the geographical range information denoting the geographical range of the reception terminals 3a, 3b being the broadcast destinations is employed for an interface ID part of the destination address of the packet. On the other hand, when receiving the packet for the information broadcast, the transfer node 2 identifies that the positional information of the reception terminals 3a, 3b registered in advance exists in the geographical range denoted by the geographical range information of the packet, copies the received packet, and changes the destination address to destination addresses of the reception terminals 3a, 3b and transfers the packet to the reception terminals 3a, 3b.
