To provide an information distributing system for transmitting a response proxy message to another communication terminal which has called instead of the user of a portable communication terminal set in a manner mode.

This information distribution device is provided with a portable communication terminal 10 and an information distribution device 20 connected through a communication network to another communication terminal 1 and a repeater 30 in a train. The repeater 30 is connected through short-range radio to the portable communication terminal 10, and provided with a terminal information receiving means 31a which receives terminal information 11a from the portable communication terminal 10, a passenger information generating means 31b which generates passenger information and a passenger information transmitting means 31c which transmits the passenger information to the information distributing device 20. The information distributing device 20 is provided with a passenger information registering means 24a which receives the passenger information from the repeater 30, and registers it in a database 21 and a response agency information transmitting means 24b which transmits boarding ticket information and operation information of the database 21 to the other communication terminal 1 based on calling information from the other communication terminal 1.
