To provide an information processing device, an information processing method, a program, and an information processing system in which a user terminal appropriately switches and connects a public network and a non-public network.SOLUTION: In an information processing system, when a user terminal 20 located in a base station 30A of a public network and connected to the public network so as to enable data communication receives information indicating that the user terminal 20 is located in a base station 30B of a non-public network, an information processing device 10 disconnects data communication on the public network on the basis of contract information of the user terminal, and transmits information that connects data communication on the non-public network.
