To solve the problem that, in the case that a user performs a settlement of a commodity with the electronic money having an upper limit when leaving a shop in which commodities are sold in an unmanned manner, the user has to return a commodity to an original place in the shop where the commodity was placed because settlement cannot be performed dues to balance shortage of electronic money.SOLUTION: Balance information showing the balance of electronic money is acquired from a storage device held by a user, and a total amount of commodities obtained by the user is specified by using an image picked up by imaging means for imaging the inside of a shop.
