To provide an information processing system, an information processing method, and a program that do not require an administrator to previously set a user who uses an application.SOLUTION: An information processing system executes an application in cooperation with an external service system and includes: a first provision unit 51 and a second provision unit 55 that comprise, respectively, a determination unit 65 and a determination unit 66 to determine a user who is included in all of users or user groups that share cooperation information associated with all processing included in an application, by using first information in which processing included in the application is associated with cooperation information for cooperation with the external service system, and second information in which the cooperation information is associated with the users or user groups that share the cooperation information.SELECTED DRAWING: Figure 6
