A client terminal 1003 generates a print job to which a new security policy is added for a second file, and transfers the print job to an image forming apparatus 1004. The image forming apparatus 1004 generates intermediate data based on a print job transferred from the client terminal 1003, and a second policy server 1002 registers the security policy. The second policy server 1002 registers the security policy while distributing the items of the security policy with the first policy server 1001, and generates an encryption key. The image forming apparatus 1004 encrypts the intermediate data using the encryption key, and stores the encrypted intermediate data.
