PURPOSE: To quicken data communication with an external circuit by allowing the transmitter to send external information at a 2nd clock synchronization speed in excess of a 1st clock synchronization speed when a processing circuit does not control an electric operating means at the reception of a transmission request signal.

CONSTITUTION: Upon the receipt of an information transmission request signal externally, when a processing circuit 18 does got control an electric operating means 16, a communication interface circuit 27 sends information to an external circuit 15 at a high speed being a 2nd clock synchronization speed in excess of a 1st clock synchronization speed. Then the processing circuit 18 making communication with the external circuit 15 and operated at a 1st clock synchronization speed being a comparatively low speed usually is used and the communication with the external circuit 15 is implemented at a high speed via the communication interface circuit 27. Thus, lots of information is sent in a short time.
