To provide an installing structure of an FPC harness to an instrument panel capable of improving damage resistance of the FPC harness even if a cover lay film is not put on the FPC harness.

This instrument panel 1 is formed as a structure of superposing a skin 12 composed of a PVC by applying a decorative pattern such as a laser pattern on a resin layer 11, for example, a surface by joining the resin layer 11 such as an olefin resin on a panel base material 10, for example, via a water soluble adhesive with an ABS resin as the panel base material 10. A wiring installing part 30 having a structure divisible into the panel base material 10 (including the resin layer 11) and the skin 12 is formed in the upper part of the instrument panel 1. The FPC harness 20 mounted with a mounting part 13 such as an electric apparatus and an electronic control part is built in this wiring installing part 30. In this wiring installing part 30, since the skins 12a and 12b and the panel base material 10 make a state of enclosing the FPC harness 20, the damage resistance of the FPC harness 20 can be improved, and a circuit can be sufficiently protected.
