PURPOSE: To make the title apparatus inexpensive as a whole by respectively bonding a pair of electrodes to a metal plate provided with a large number of holes and covering the outer peripheral part of a laminate having an ion exchange film, an electrode and a metal plate with an insulating body so as to leave the exposed parts of the electrodes from the holes.

CONSTITUTION: A laminate 15 is equipped with an ion exchange membrane 11, a pair of the electrodes 12, 13 respectively bonded to both surfaces of the ion exchange membrane 11 and the metal plates 14 respectively bonded to a pair of the electrodes 12, 13 and provided with a large number of holes. Further, the outer peripheral part of the laminate 15 is covered wit n insulating body 16 so as to leave the exposed parts 17 of the aforementioned electrodes from the aforementioned holes. As a result, the metal plates are covered with the insulating body and the amount of an expensive metal for preventing corrosion can be reduced and, by this constitution, the whole can be made inexpensive and the bonding area of the parts bonded to the electrodes can be enlarged and sufficient current supply can be performed.
