PURPOSE: To execute the issuance processing of a passbook and a bill in an ATM corner by simple operation by an end user even after the end of business similarly to the making and the drawing-out of a deposit.

CONSTITUTION: When the issued passbook or a cash card is inserted into an ATM or a passbook/bill issuing device 1, and the issuance processing of another kind of passbook is selected, the passbook issued before is collated with a ledger control part 3 in a host computer 2, and when the issuance processing of the other kind of passbook is permitted, the proper operation is guidance- displayed for the operator by a guidance control part 4, and the contents of the operation are transmitted to the host computer 2. Thus, when a ledger is updated by the ledger control part 3, and an issuing instruction is transmitted to the ATM or the passbook/bill issuing device 1, on receiving this, the passbook and the bond are printed and issued by an issuance processing part 6.
