A plurality of natural phenomena experientially clarified in a correlation with the occurrence of the earthquake are simultaneously observed at many points. That is an electromagnetic earthquake precursor in a wide frequency band up to a VHF band from a DC band is observed and measured by respective measuring apparatuses 21 to 23, and these are processed on a signal as digital data by an electromagnetic earthquake precursor observing- display device 27, and an alarm is issued by detecting the data becoming an abnormal level. These observation data at plural points are gathered by an electromagnetic earthquake precursor information processor 32 via a communication network 30 so that the earthquake can be accurately predicted by obtaining advice of respective research institutions 35.
