A laser beam of the laser diode LD is condensed on the skin contact surface 14 by the condenser lens 15, and the irradiation time of the laser beam of the semiconductor laser diode LD is set within a range of 1-9 seconds, and the laser beam of the laser diode is irradiated on the surface of the skin thereby, the protain of hair papilla and sebaceuos gland is denatured, and the growth of hair is restricted.
