To provide a layout device, a layout program and a layout method that are suitable to automatically divide content laid out and the layout area into a specified number of pages without unbalancing a layout in the layout area corresponding to every page or every two pages.

The layout device 100 comprises a scaling part 12 for scaling the width or height of a layout area and content, a virtual page break position setting determination part 15 for determining whether or not to set a virtual page break position according to a page break position selected from set page break positions and determination information, and a re-layout part 18 for re-laying out content corresponding to the virtual page break position to a size matching the layout area page-divided in the selected page break position while maintaining content layout relationships in the entire layout and on each page.
