PURPOSE: To prolong a service life of a V-shaped cutter by arranging a lead wire guide in a state that it is movable forth and back in the pedestal moving direction, and also, energized in the tip direction, against the V-shaped cutter.

CONSTITUTION: In the case of cutting a lead wire 18, the left and the right cutters 20, 22 are moved in the direction for allowing them to approach each other, and the lead wire 18 is inserted and held between each projecting part of lead wire guides 28, 40 and cut with a cutting blade of a base end part of the projecting part. The lead wire guides 28, 40 move in the moving direction of pedestals 24, 36 against V-shaped cutters 26, 38, and volume of a clearance between the lead wire guides 28, 40 and the V-shaped cutters 26, 38 decreases, therefore, is does not occur that the clearance is clogged with cut refuse of the lead wire 18 and the lead wire 18 subjected to defective cutting. Accordingly, damage of the lead wire guides 28, 40 and the V-shaped cutters 26, 38 can be prevented and the service life is prolonged.
