A communication terminal device of a service provider is provided with; a material managing means for managing the learning material for each skill level; a user managing means for managing individual information of the service user; a material transmitting means for providing the learning material with considering the skill level for the service user via the communication line; and a skill determination means for determining the next skill level of the service user by determining a learning rate of the learning material of the service user.
