An LED display device has a reflection frame having a base of an integrally molded body of a frame and a resin-molded package and formed so as to have a predetermined depth from the top of the frame to a light-emitting surface side of the resin molding package; a light-emitting element mounted on the frame in the reflecting frame, and emitting a light in a direction that is parallel to the mounting surface of the LED display device; and a phosphor layer formed on the front of the front face of the light-emitting element. In this device, resin that does not contain phosphors is interposed between the reflection frame and the phosphor layer.
