To easily and inexpensively realize stage direction illumination such as a water surface pattern or a starry sky pattern in a light-emitting panel device carrying out plane light emission.
The light-emitting panel device 1 is provided with a translucent plate 2, a reflecting plate 3 set in opposition to the translucent plate 2, a light guide space 4 formed between the translucent plate 2 and the reflecting plate 3, and a light source part 5 irradiating light in the light guide space 4. The surface 21 facing the light guide space 4 of the translucent plate 2 is given a surface roughening treatment without periodicity for distributing irradiation light of the translucent plate 2 in roughness and fineness. When light L1 irradiated from the light source part 5 into the light guide space 4 is made reflected at the reflecting plate 3 to be incident into the translucent plate 2, and irradiated outside the light guide space 4 from the translucent plate 2, the irradiated light is to have roughnesses and finenesses depending on directions to be distributed in various directions without periodicity. With this, plane light emission giving out the irregular roughnesses and finenesses depending on directions can be formed, so that stage direction illumination such as a water surface pattern and a starry sky pattern can be easily formed at low cost without the need of any complicated light control.
