PURPOSE: To provide an inexpensive video conference sound image localization device for which a construction operation is facilitated.

CONSTITUTION: The voice signals of respective talkers 1-1, 1-2...1-n gathered by microphones 2-1, 2-2...2-n are mixed in a voice signal mixer 4 and the mixed voice signals are transmitted to an output signal switching device 8. The sound pressure levels of the voice signals are measured by sound pressure level measurement devices 3-1, 3-2...3-n, the microphone with the maximum sound pressure is specified by a maximum sound pressure level microphone judgement device 5 and control signals for indicating the microphone number are transmitted through a transmission line 7 to the output signal switching device 8. A speaker corresponding to the microphone with the maximum sound pressure level among the speakers 9-1, 9-2...9-n is selected corresponding to the control signals by the output signal switching device 8, the mixed voice signals are supplied to the speaker and the mixed voice signals are reproduced from the speaker.
