PURPOSE: To obtain a video image without black level distortion or white level jumping to each object in one pattern while keeping image pickup immediacy.

CONSTITUTION: A storage time setting circuit 140 sets a storage time at the image pickup of a still picture by an image pickup element 106 and a controller 128 changes the storage time of the image pickup element 106 in response to the set storage time and a PCM signal from the image pickup element 106 in which the storage time is changed is recorded on a PCM signal recording area of an azimuth track of a magnetic tape 134 with a head 133 respectively and a still picture signal from the image pickup element 106 is recorded on a video signal recording area of an azimuth track by the head 133.
