PURPOSE: To relieve traffic congestion by dividing service floors into one for upward operation and one for downward operation in a specified time zone.

CONSTITUTION: The device is equipped with a counting means 1 counting the number of actuations per unit time for the operation of an elevator, a frequent operation judging means 2 judging the frequent operation based on the result of the aforesaid counting, an operation control means 4 controlling the operation of the elevator to be limited to floors in odd numbers at the time of upward operation, and to floors in even numbers at the time of downward operation based on the result of the aforesaid frequent operation judgment, and with an information means 5 informing the users of the elevator of controlled operation when the service floors are limited.
