To provide a makeup tool which allows makeup without bringing fingers into contact with a cosmetic holder to solve the problem that fingers are soiled with cosmetics and which allows easy makeup and has good controllability.

A cosmetic holder 3 is placed on the upper surface of a wrapping film 2, and the film 2 is longitudinally folded into two with the holder 3 inside. Both sides of the wrapping film 2 are then fastened into place to form a bag 4 whose bottom is a folding edge 5. The folding edge 5 of the bag 4 is folded and pushed into the bag 4 together with the holder 3, and a slot 7 for fingers 6 is formed at the lower end of the bag 4. After cosmetics are bonded to the holding element 3 in the bag 4, the mouth of the bag 4 is fastened to close the bag 4.
