This system managing the authority allowing the user to perform connection to a server providing service has: an authentication DB 6 storing change authority capable of changing a plurality of pieces of connection authority assigned to the user in connection with identification information about the user; a change authority authentication means (a connection authority registration function 26) authenticating the change authority on the basis of information stored in a connection authority storage means when acquiring the identification information from the user and accepting an authority change request of the change authority; and a change authority update means (the connection authority registration function 26) updating the change authority of the connection authority storage means on the basis of the accepted authority change request when the authentication is valid.
