PURPOSE: To achieve good quality and cost improvement results by covering the sealing surface of a face panel with a water soluble high molecular compound paint film prior to the formation of a lacquer film and removing the paint film after the formation of the lacquer film.

CONSTITUTION: A glass face panel 1 has a phosphor film 2 on the inner surface of the front wall 3, and a polyvinyl alcohol paint film 5 covering the whole sealing surface 4 is formed on the sealing surface 4 of the face panel 1. In such condition, spraying is applied by means of a spray gun 6 to form an acrylic resin lacquer film 7 on the back face of the phosphor film 2, and a part of the lacquer film material supplied inside the face panel 1 flows out along the inner surface of the face panel 1. By washing the paint film 5 with water at this stage, this paint film 5 completely flows out within a short time, and lacquer films 8 stuck on the paint film 5 are removed at the same time.
