Foaming agent-containing thermoplastic resin pellets on an inclined plate P are vibrated by means of a vibrating motor and fluidized so as to control the level of the pellets P contacting with a roll 6 by a controlling plate 9 provided between a hopper chute 3 and the roll 6 in order to scoop up pellets and convey them by the rotation of the roll 6, resulting in scattering them on a belt conveyor 13. At this time, the pellets are vacuum-sucked through sucking holes 63 board on the bottoms of grooves 62. The pellets scattered on the belt conveyor 13 are heated and expanded, resulting in fusing the pellets together and obtaining a thermoplastic resin foam.
