The manufacturing method for the vibration damping device includes an intermediate member forming process for assembling a partition member 8 to a diaphragm 9 to form an intermediate member 61 with a sub liquid camber 7 defined therein, a second liquid injection process for injecting second liquid L2 to the inside of the intermediate member 61, and an in-liquid assembling process of assembling, in the first liquid L1, a vibration damping device body to the intermediate member 61 to define a main liquid chamber, and sealing the first liquid L1 and the second liquid L2 in the liquid chamber 5. In the second liquid injection process, the second liquid L2 is injected through injection holes 55, 56 opened to the inside of the intermediate member 61 independently from a communication path 54 formed in the partition member 8, and in the in-liquid assembling process, the vibration damping device body is characteristically assembled to the intermediate member 61 so as to block communication between the inside and the outside of the intermediate member 61 through injection holes 55, 56 by a seal part formed in the vibration damping device body.
