To provide a water and oil repellant composition excellent in emulsion stability and in water and oil repellency, which is obtained without the need for conducting a prolonged emulsification using complicated high pressure emulsification equipment such as a high pressure homogenizer and Microfluidizer, and to provide its manufacturing method.
The water and oil repellant composition is an aqueous polymer emulsion comprising a fluorine-containing polymer and an aqueous medium. Its manufacturing method comprises emulsifying/dispersing (A) a fluorine-containing monomer represented by the formula: CF3CF2-(CF2CF2)n-R2-OCOR1C=CH2 (wherein R1 is a hydrogen atom, a methyl group or a halogen group; R2 is a 1-10C linear or branched alkylene group; and n is on the average 0-3.4) and (B) a monomer copolymerizable with the fluorine-containing monomer, in the presence of an auxiliary solvent that is a heterocyclic compound or nitrogenous compound, in an aqueous medium using an emulsifying apparatus and then polymerizing the fluorine-containing monomer (A) and the copolymerizable monomer (B) to obtain the fluorine-containing polymer.
