To improve the precision of a numerical value by allowing a third party to fairly and precisely measure the number of viewing times and the program rating of a Web site with an added user attribute and increasing the number of investigation object persons.

A measuring instrument 106 which registers the global IP address or URL of a Web site 117 for measuring the number of the viewing times and the program rating in advance, then monitors the global IP address or URL of a connecting destination sent from the personal computer 101 of an end user and counts the number of the times of the transmitted data when the corresponding data are transmitted is provided in a telephone exchanging place 103 or an ISP network 112 and is controlled from a measurement controller 108. Thus, the instrument 106 counts the number of the total global addresses and the number of the total URLs sent to respective ISP companies and correlates user attributes such as the gender, age of an end user for recording them.
