To improve the photocatalytic effect by forming a layer of photocatalyst particles on a binder layer on a substrate surface and using TiO2 fine particles having a specified range of average particle size as the photocatalyst particles.
A glaze layer 2 as a material which is hardly decomposed by the photocatalytic function of photocatalyst particles is applied on the surface of a tile base 1 as the planer member which constitutes walls, floors or ceilings. Then anatase type TiO2 particles in a sol state as photocatalyst particles are applied by spraying or the like on the surface of the glaze layer 2. After the glaze layer 2 is heated and fused, and then cooled and solidified. Then the layer is heated at 300 to 900°C to form a photocatalyst layer consisting of the anatase TiO2 particles 3 having ≥100 and <500 average particle size on the glaze layer 2.
