The message storage system 16 is provided with a reception analysis section 18 that receives call data from a pocket beeper exchange station, analysis contents to store the call data, a storage device 20 that classifies the call data received by the reception analysis section 18 by each type and stores them, and a call control section 22 that controls transmission to the base station, extracts the message of each type stored in the storage device 20, transmits the message to the base station, receives a reply from the mobile station and occurrence of a fault so as to recognize a state of the base station at all times and controls transmission restriction and abnormal conjestion.
