PURPOSE: To aim at making a tool change achievable in a short time, by securing a rotary cutter to one holding frame and a stationary cutter to the other holding frame, while setting the holding frame detachably to a cutter body.

CONSTITUTION: In order to cause a holding frame 11 securely holding a filament chip guide, a stationary cutter and a rotary cutter to proceed in the vicinity of a filament chip outlet of capstan rolls 5 located at the top of said guide, a means capable of making the holding frame 11 go up or down is installed beneath the frame 11 which is detachably set to a cutter body 1. When doing like this, the stationary cutter 9 and the rotary cutter 10 can be easily replaced with a new one each whereby job efficiency is improved.
