PURPOSE: To shorten operating time by removing noises in a motion vector and to facilitate the integration of system by enabling the judgement of video characteristics and the control/stop of system adaptive to a weighted value while switching an attenuation coefficient based on the identification of camera shake and pan. CONSTITUTION: Digital video data from a camera are impressed to a local motion vector 11 and a field memory 15, a local motion vector LMV from the vector 11 is applied to a field motion vector generating part 12 and from this part, a field motion vector FMV showing the entire motion of one field is generated. At a cumulative motion vector generating part 13, the vector FMV is added to a cumulative value up to the last time, and a cumulative motion vector AMV is generated for stabilizing fluctuation between continuous fields. At a compensated cumulative motion vector generating part 16, a compensated cumulative motion vector CAMV is generated for suppressing instability in the image caused by fine noises by detecting the erroneously detected motion contained in the vector AMV, this vector is stored in a field memory 15 and the video data are outputted according to addresses.
